- Ineligible for public mental health services due to lack of public benefits, immigration status, or income
- Priority for individuals discharged from psychiatric hospitalization or incarceration, involved with other health/human service agencies, or with treatment failures in the public mental health system
- Clients with severe substance use or dependence are referred to higher level of care
